UCPN-Maoist Puspha Kamal Dahal ‘Prachanda’ Tuesday warned that no one could control the people’s revolt if a pro-people constitution was not promulgated within May 27 deadline.
“The current struggle among the parties is for promulgating a new dynamic or traditional constitution and no one can stop the immense revolt to be staged by the people in case of failure to draft a pro-people constitution,” Prachanda said addressing a mass meet here at Open Theatre organized to mark the 123rd May Day.
Anti-revolutionary internal and exterior forces were encouraging factionists to split the Maoist party, he said.
“Anti-revolutionary national and international forces are massively engaging to weaken the Maoist party,” he said.
Stating that nowhere revolutions were concluded easily, Prachanda said that intra-party debates, dialogues and quarrels were usual.
However, making public all intra-party debates and dialogues was not decent, he said.
As per the sentiments of People’s War, Madesh Revolution, People’s Uprising and all revolutions, the new constitution would guarantee the rights of all backward, indigenous, marginalized, Dalit, women and oppressed communities, Prachanda assured.
Stating that the constitution without rights might invite another revolt, Prachanda said that the earlier conflicts were the result of unfair state policy to various tribes, classes, sectors and communities.
“Before 2052 BS, neither Maoists had any weapons nor Prachanda had any army, the unfair contemporary state’s behaviours gave birth to army and their weapons,” Prachanda said.
Referring to the dissolution of PLA, Prachanda said that Maoists integrated PLA after they found Nepal Army as their associate which had already accepted federal republic and political changes.
Integrating army was a must to draft the new pro-people constitution, he said and added that the new constitution would institutionalize rights of people of all classes.
Prachanda asked party senior vice-chairman Mohan Baidhya Kiran to resolve the issues within the party in a healthy way rather than taking them to the street.
He also assured that the new constitution would guarantee workers’ rights.
Addressing the mass meet, former president of All Nepal Trade Union Federation (ANTUF), Maoist’s trade union Salikram Jammakattel said that trade unions of Nepal were able to establish the rights of the workers.
Stating that the government, especially the Ministry of Labour, was not serious for the welfare of working class people, he said that the Labour Ministry was indifferent to introduce acts related to local workers and foreigners..
Meanwhile, addressing a mass meet in Chitwan organised to mark the 123rd May Day, Maoist secretary Posta Bahadur Bogati said that Maoists were flexible in their stands to accomplish the key tasks of peace and constitution.
The Maoists are not giving up the party’s manifesto of the then People’s War, they key agenda of the Maoists is peace and constitution, Bogati said.
“Maoists have not forgotten the aspirations of the people and we work for the nation and people,” he said.
Secretary Bogati urged all not to follow those leaders who spate venom against the party’s interests.
According to him, Maoist party is consulting with Nepali Congress and CPN-UML to guarantee the workers’ rights in the new constitution.
Meanwhile, disgruntled faction of the UCPN-Maoist led by Mohan Baidhya Kiran also marked the May Day organizing separate programmes.
Addressing another mass meet at Basantapur, Kathmandu, senior vice-chairman Kiran claimed that Prachanda deceived the workers by forgetting all assurances given during the people’s war.
Saying that there was a risk of surrenderism from internal and external sides, Kiran argued that to establish the rights of workers and peasants, propositional inclusive representations was a must in the federal republic
Maoist party General Secretary Ram Bahadur Thapa said that they were not against the peace and constitution as reported.
However, Thapa said that they were against the peace and new constitution if they were in favour of elite and feudal class people.
Criticizing the recent remarks and activities of the party leaders of the establishment faction, Thapa said that they would reveal corruption and misdeeds of the government and top establishment leaders at any cost.
“Party chairman and vice-chairman are spreading fake slogan of revolution by saying that revolution is impossible in aggression and excitement. Decade long People’s War was a result of people’s aggression against the feudal,” Thapa said.
Thapa stressed on the need of unity among the working class people to fight against the Indian interference.
In the function, key leaders of dissenting faction of the UCPN-Maoist including vice-chairman Baidhya, former Maoist leader Matrika Yadav, Ram Bahadur Thapa were present.
According to our Bharatpur correspondent, addressing a mass meet at Bharatpur, Maoist leader Netra Bikram Chand said that even God could not save Prachanda and Baburam Bhattarai.
