Kathmandu, June 17
The national gathering of the dissenting faction of UCPN-Maoist is preparing to give it a new party name-Communist Party of Nepal (Revolutionary Maoist).
A situation to this effect arose as the Maoist senior vice-chairman Mohan Baidhya ‘Kiran’, who has been leading the faction, proposed this name on Sunday while presenting his political document in the second day of the gathering.
According to the proposal, the new party would run in chairman organizational system. The party will have one vice-chairman, one general secretary and on secretary. It is certain that Kiran would be the chairman of the new party.
It is proposed that the party would have 75-member central committee. There are 49 cc members of the ‘mother party’ in the faction. The remaining members would be elected from the central assembly.
Kiran has proposed for holding the general convention of the party on Falgun 1 (February 12, 2013), coinciding the date when the Maoists had started people’s war in 1996.
Similarly, the proposal states that the guiding principle of the party would be Marxism, Leninism and Maoism. It has removed Mao-thought which was added in the ‘mother’ Maoist party after Unity Centre Mashal united with it.
According to a participant, Kiran told the gathering that his team had waited for long and given ample chances to transform party chairman Prachand and the party a revolutionary one.
Saying that his faction was serious to keep party unity, he blamed that the establishment faction or chairman Prachanda presented only meaningless talks in course of the efforts for unity. "Prachanda has entangled himself in rightist opportunism from all angles, ideological, philosophical, economic, political and life styles." He blamed chairman Prachanda and another vice-chairman and Prime Minister Dr Baburam Bhattarai for driving the party against the mandate of the people’s war and causing the dissolution of the CA. He said the line of peace and constitution had failed and that the decisions
of the Chunwang meeting were revoked. The Maoists
had endorsed a proposal of peace and constitution through CA through their central committee meeting held in 2005 in Chunwang of Rukum district.
He proposed that round table conference, interim government and new constitution were the way outs from the given political crisis.
Another key figure of the dissenting faction and Maoist general secretary Ram Bahadur Thapa said that new transformation was needed through divorce from the original party for the sake of change as desired by the people.
Maoist standing committee member and a leader of the dissenting faction Dev Gurung presented statute of the new party. All the documents would be discussed in the gathering before they are endorsed and a new party is born.
