Baidhya faction to submit 6- point unity proposal to party

Kathmandu, June 14:

Turning down the 7-point unity proposal of the party chairman that it received Wednesday, the dissenting faction of UCPN-Maoist instead submitted its 6-point proposal on Thursday for keeping party unity.

In its proposal, the Maoist dissenting faction led by senior vice-chairman Mohan Baidhya Kiran has asked the party leadership to reiterate commitment to the main political line of new democratic republic. It has charged the leadership with continuous attempts to entangle the party into parliamentary and reformist quagmire.

The disgruntled faction has termed party chairman Pushpa Kamal Dahal Prachanda’s unity proposal a document intended for trickery and deception, devoid of objectives to keep party unity by solving problems.

Expressing objection to 4-point agreement between the party and the Madhesi Morcha, BIPPA signed with India, the 7-point agreement among the major parties singed on Nov 1 last year and subsequent handing over of the Maoist arms, armies and cantonments to Nepal Army and a host of other moves the party leadership took since the party’s Palungtar Plenum in November, 2010, the dissenting faction has asked the leadership to make self-criticism and commitment not to repeat similar mistakes for the sake of party unity.

In his 7-point proposal, Maoist chairman Prachanda had expressed his readiness to review all the decisions and agreements made after the Palungtar Plenum by holding a full meeting of the party central committee.

The dissenting faction has also blamed the leadership for leading to dissolution of the Constituent Assembly, minimizing the role of CA members and reversing the reports of the thematic committees of the CA through the dispute-resolution sub-committee under the then Constitutional Committee.

Saying that the leadership has failed to implement the agreements made in the past, the faction has demanded implementation certainty of future agreements.

Despite party chairman’s urge to suspend the national gathering of dissenting faction scheduled for Friday, it has decided to go on with the programme if the chairman fails to address its issues- a written proposal of self-criticism and commitment not to repeat past mistakes.

Maoist politburo member Hari Bhakta Kandel accompanied by two other leaders of the faction went to the residence of chairman Prachanda to submit the proposal. Unity negotiations in the Maoist party had started when Prachanda went to Kiran’s residence on Tuesday and held nearly 4-hour long discussion.
